Malaysia terus memainkan peranan aktif dalam membentuk masa depan digital serantau apabila menyertai Asia-Pacific Telecommunity Ministerial Meeting (APT-MM) yang berlangsung di Tokyo, Jepun pada 30 dan 31 Mei 2025. Mesyuarat ini diadakan setiap lima tahun dan menghimpunkan pemimpin tertinggi dalam bidang telekomunikasi dan ICT dari seluruh rantau Asia-Pasifik.
Bertemakan “Harnessing Emerging Technologies for Sustainable, Inclusive and Equitable Digital Transformation in the Asia-Pacific”, APT-MM tahun ini disertai oleh 31 negara ahli dan 19 ahli gabungan, termasuk wakil kerajaan, pengawal selia, dan agensi swasta.
Dalam sesi bertajuk “Secure and Trusted Digital Environment”, Menteri Komunikasi Malaysia, YB Datuk Fahmi Fadzil, menegaskan pentingnya membina persekitaran digital yang selamat, dipercayai dan bertanggungjawab. Malaysia, katanya, sedang melaksanakan pendekatan menyeluruh termasuk menggubal undang-undang keselamatan siber yang lebih kukuh, mengadakan kempen kesedaran keselamatan dalam talian, dan memperkenalkan rangka kerja kawal selia bagi memastikan akauntabiliti platform digital.
“Persekitaran digital yang selamat tidak boleh dibina tanpa kepercayaan. Dan kepercayaan memerlukan perlindungan undang-undang, pendidikan digital, dan komitmen bersama antara negara,” ujar beliau.
Fahmi turut mengangkat isu perlindungan terhadap golongan rentan seperti kanak-kanak dan warga emas, serta mengulangi komitmen Malaysia untuk memperkukuh kerjasama digital serantau demi membina komuniti Asia-Pasifik yang lebih inklusif dan berdaya tahan.
Sebelum sesi menteri, Ketua Setiausaha Kementerian Komunikasi, YBhg. Datuk Mohamad Fauzi bin Md Isa, telah mengetuai delegasi Malaysia dalam Senior Official Meeting (SOM) pada 29 Mei. Mesyuarat ini turut disertai pegawai-pegawai dari Kementerian Komunikasi dan Suruhanjaya Komunikasi dan Multimedia Malaysia (MCMC).
Tokyo Statement: Enam Keutamaan APT-MM
APT-MM 2025 bakal melancarkan satu kenyataan rasmi yang dikenali sebagai Tokyo Statement pada 31 Mei. Kenyataan ini menetapkan enam keutamaan utama:
1. Keterhubungan digital
2. Inovasi digital dan keusahawanan
3. Kepercayaan dan keselamatan
4. Keterangkuman digital dan pembangunan kapasiti
5. Kelestarian alam sekitar
6. Kerjasama serantau dan antarabangsa
Keenam-enam keutamaan ini dijangka menjadi pemacu kepada peningkatan infrastruktur telekomunikasi dan pertumbuhan ekonomi digital yang mampan di rantau ini.
Dalam kesempatan yang sama, Fahmi dijadualkan menghadiri pertemuan bersama diaspora Malaysia di Tokyo pada 31 Mei, termasuk pelajar, wakil kedutaan dan pegawai pendidikan JPA yang bertugas di Jepun.
APT: Wadah Serantau Digital
Asia-Pacific Telecommunity (APT) ialah badan antara kerajaan yang berfungsi memperkukuh sektor komunikasi di Asia-Pasifik. Dengan keanggotaan terdiri daripada 38 negara, 4 ahli bersekutu dan lebih 140 ahli gabungan, APT memainkan peranan penting dalam membentuk dasar telekomunikasi, membina kapasiti dan memacu inovasi teknologi digital di rantau ini.
Penyertaan aktif Malaysia dalam APT bukan sahaja mengangkat suara negara di pentas serantau, tetapi turut memastikan dasar digital Malaysia terus seiring dengan transformasi global.
